Bo Shen, Ph.D., is an Energy & Environmental Policy Scientist at Lawrence Berkeley National Laboratory (Berkeley Lab), where his research focuses on the intersection of power systems, industry, technology, markets, and policy. His work spans distributed energy resources, demand flexibility and virtual power plants, industrial energy systems, techno-economic analysis, market-based deployment mechanisms, and integrated energy solutions.
Dr. Shen has led and contributed to research for the U.S. Department of Energy and other U.S. government agencies, as well as major international institutions including the World Bank, Asian Development Bank (ADB), and ADB Institute. His research increasingly focuses on emerging opportunities at the industry–energy–grid nexus, including industrial demand flexibility, grid-interactive load management, and energy-service and third-party financing models.
Dr. Shen has an extensive publication record in leading journals, including Nature Communications, Applied Energy, Energy, and Energy Research & Social Science. He served as lead editor of the ADBI book Sustainable Cooling: How to Cool the World Without Warming the Planet and has contributed to major World Bank, ADB, DOE, and other policy and technical reports. His research on distributed energy resources, demand response, consumer behavior, bioenergy, and related topics has received substantial international citations and recognition.
Before joining Berkeley Lab, Dr. Shen was a Senior Fellow at the Natural Resources Defense Council and previously worked as a Senior Public Utility Analyst for the State of Delaware. He holds a Ph.D. in Energy and Environmental Policy, an MBA in Finance, an M.S. in Environmental Studies, and a B.S. in Mechanical Engineering. His interdisciplinary background enables him to connect engineering, economics, finance, markets, and policy to develop practical solutions to emerging U.S. and global energy challenges.
